Former Sand Dollar Employees File Wage Complaints

Three former employees of the Sand Dollar Steak and Spirits in Westport have filed formal complaints with Washington’s Department of Labor and Industry (L&I) citing unpaid wages and bounced checks. One employee alleges they are owed over $2000 after receiving a series of checks that were returned due to insufficient funds. Under Washington law (9A.56.060), the issuance of a bad check exceeding $750 can constitute a Class C felony.

The Sand Dollar, which opened in early 2024 and is located at 2858 Forrest Street is owned by Brooke and Todd Hoiness. The building itself is owned by Terry Emmert of Emmert International. According to the employees' complaints, the Hoinesses have failed to comply with L&I’s payment deadlines, leaving the workers waiting for payment since their employment ended last summer. The father of the teenaged employee that is owed over $2000 expressed frustration and anger. “I can’t comprehend why a couple with teens of their own would withhold pay for hours worked and tips earned- this was a first job and was going to be used for college.”

The complaints filed with Washington’s Labor & Industries, along with public record history of legal and financial issues surrounding the proprietors, have sparked concern among the community. As the former employees await resolution, questions about the Sand Dollar’s business practices persist.
